This download provides the DirectX end-user multi-languaged redistributable that developers can include with their product. The redistributable license agreement covers the terms under which developers may use the Redistributable. For full details please review the DirectX SDK EULA.txt and DirectX Redist.txt files located in the license directory.

This package is localized into Chinese (Simplified), Chinese (Traditional), Czech, Dutch, French, German, Italian, Japanese, Korean, Polish, Portuguese (Brazil), Russian, Swedish, and English.

So this is DX9 and DX10?

It's needed on Windows Vista, this is only Direct9X runtime. Anyway, I say it's needed on Windows Vista (any version) because Windows Vista is Direct10x based OS, BUT, Direct9X is needed 'coz if you run on Vista Direct9x based application then you need this! Otherwise, you won't able to run DX9x propely based applications.

DX9 and DX10 are separate installations on Vista, much like .Net Framework u sometimes need 1.1 or 2.0 or 3.0 depending on the program specs, and all of em are separated install folders

This include DirectX 9 and 10, but the DirectX 10 is only installed in Vista.

Why you want that?. Is compressed in CAB, try to search google for information and no waste the time of people. And remember what this install and use in Windows XP DirectX 9, in Vista is installed and used DirectX 9 and 10.
