This download provides the DirectX end-user multi-languaged redistributable that developers can include with their product. The redistributable license agreement covers the terms under which developers may use the Redistributable. For full details please review the DirectX SDK EULA.txt and DirectX Redist.txt files located in the license directory. This package is localized into Chinese (Simplified), Chinese (Traditional), Czech, Dutch, French, German, Italian, Japanese, Korean, Polish, Portuguese (Brazil), Russian, Swedish, and English.

Sounds like you don't know much at all.
These are DirectX-9c Updates but is also for DirectX-9 Based Applications in vista wich is a DirectX-10 operating system.

Sound like you're a n00b here! Vista is a GDI os like any other NT before it... just that some features like Aero or 3D Desktop require a DirectX 9 capable vga, but it can live without it!
DirecX 10 is just an adition layer to the DirecX API and nothing more!
Why is DirectX 10 only for Vista?... becasue that's how M$ promotes their newer and more expensive products by killing older ones!

Additional Information
The DirectX redist installation includes all the latest and previous released DirectX runtime. This includes the bi-monthly D3DX, XInput, and Managed DirectX components.
The DirectX runtime cannot be uninstalled. We recommend Windows Me and Windows XP users create a "System Restore" point before installing. For information on creating a restore point, please refer to the following Microsoft Knowledge Base articles:

Windows XP: Microsoft Knowledge Base article 310405.
This update is recommended for users that do not have internet connection during installation

Hey fools, try to read before you write stupidities. This DirectX include updates for DirectX 9 and 10, and is valid for Windows XP, Windows Vista, etc. But obviously the updates for DirectX 10 are only installed/used in Vista.
Wrong Fockler.
This ONLY updates DirectX-9 in All Operating Systems .Even Vista which is DirectX-10 Based.
There are no DirectX-10 Updates in existance to date...

Just use the web installer if you use the Internet that is how you are meant to do the update.
Other way make a new folder anywhere extract DX to the new folder and go into that folder and double click the Exe.(Setup) to start the update installer.

A hint for those installing Vista.
You must select Use the recomended security and updates option(GREEN ONE) when first doing windows setup.
OR The Antivirus and Malware Protection will not report to Windows that they are up to date and both working.
This is a VISTA FLAW as all AV's are doing this.
Also Yesterday MS just released nForce Sata-Raid/IDE Vista Drivers 995 for nForce mobo's the n15.01/n15.01G release only had version 992 from Nvidia.

You would know MS release there own MS Signed drivers for vista for any popular hardware since i run a 590SLI and Automatic Updates has already installed V.995 MS Drivers for me i would not argue hey.
Hint: Aslong as you Never install Nvidia signed divers the 995 Sata Drivers are optional windows updates if you have a look at the update checker in Vista.
