The redistributable license agreement covers the terms under which developers may use the Redistributable. You never need to download new directx, but you could lost some great functions by don't doing that...

The url is wrong, if you play games you need the topics "end user", but the url clearly is "redist" so unless you plan to mess with coding games and sending out cd's with dx on it you dont need.
