Why MS realeased IntelliPoint 5.2 now , and IntelliPoint 5.2 on 3.6.2004?

P.S. Can it be used with other manufacturers mouses??
Im sure , I am having it for very long time. P.S. You can do it in earlyer ver. but now I dont know , try and see.
