Only Opera v9.22 is out not 9.23
Check their website not their ftp servers. I think they pulled it before releasing it do to bugs, errors or something. Stick with 9.22 and just keep clicking on the "check for updates" under the Help tab.

Always download updates via their website or by clicking on the browsers' Help/ Check for Updates link. Don't rely on ftp releases. That goes for any released software. You take the risk otherwise.
