Official site www.opera.com only servs this version of Opera 8.0

Well, in the ftp there is a separate dir for beta 3, so this isn`t beta 3. :)

It will be publically released tomorrow but here it is now. If you have a beta version installed now you can either do a fresh install or edit your opera.ini file to remove the beta tag because if you install this over the beta the tag stays.
