The releasenotes at the japanese site (the only one to carry this update yet, http://www.jp.playstation.com/psp/update/ud_01.html ) says this when put through google translate:

Remember though, don't apply this official firmware if you want to be able to use homebre or play "backuped" games.
This can't be done on official firmwares, only on custom firmwares...

Not worth it. Homebrew isn't playable on 3.50 yet.
Stick to custom firmware for best results

find the AIO firmware update for PSP only, use it at your own risk!

Now that Dark~Alex has left the Homebrew scene what do we do? Still, you can downgrade all versions up to 3.50 back to version 1.50 by using the Lumines game exploit. Once there just get your favourite homebrew and install. I had just gotten my copy of Lumines ULUS10002 from Ebay for US$40 when I came across the Greatest hits version ULUS10002GH for US$19. Both have the exploit. You should Google for the process of 3.50 to 1.50 downgrade. There was a package on Dark~Alex but all that's there now is a friendly good-bye. He and his talents will be missed.
