What's with "no plugins can be found"?

I tried this one a month ago.Apparently there is a crack around for this that works providing you patch it but it has since been taken off the site

I've been trying to get this patch to work, but am having difficulties. I installed the program, copied the patch into the install dir, but every time I try to patch it I get an error message about how the .exe file is in use. Vegas is not open, and not running in any form on the computer. Any thoughts?

before patching it yo can use the transitions, and other plugins, but once you patch it, it says "no plugins found. please reinstall..."
any idea on how to solve it?
