Is it built by Microsoft?

The link which takes You to download page is broken I guess or maybe my dialup connection is slow to open the page.

I Finally downloaded the file but I Don't know how to run the file. Can some one tell me how to use it.The name of this file which I downloaded for Windows update is (windows-xp-x86-enu.ulz). What Programme do I need for runing the file?

@Kamran.Khan - looks like you downloaded only the update list file. you need to download the program file, WUD223B842Setup.exe, at the top of the page.

Heres a quick guide.

1) go to the website and download the updater
2) Install
3) go back to the page and select your OS and windows version language
[ex. mine would be windows XP -->English-->download]
4) save to disk
5) Go to the Windows updater program and select Refresh
6) Select your updates and your done. =) Happy Halloween

actually, i followed it through, and it only has v2.23 beta, so if someone finds a final, not beta, please post
