The Windows XP Embedded Service Pack 2 Feature Pack 2007 is not a stand alone product; it requires the developer to have Windows® Embedded Studio tool suite installed. FEATURE PACK 2007 extends Windows XP Embedded Service Pack 2 providing developers with new embedded enabling features, re-optimized OS components, enhanced servicing options and powerful embedded-specific development tools. The Windows® Embedded Studio tool suite now includes a command line script interface tool designed to automate the end-to-end build processes, increasing developer productivity. Download | MoreInfo

XP Embedded, also known as XPe, is not directly a Windows Installation Kit...
It's more an application with a database that contains all parts that XP is made of, grouped into components. When you run the installation it creates a database server from where you can create a custom version of XP... but not with an installer. It will create a Windows XP installed like version that you just have to copy/paste it onto a new bootable partition and it will run!
It's kinda like nLite but works the oposite way... instead of taking an installation kit and removing unwanted components (like nLite does) you have to build it from scratch using the available components in the database!
The full XPe is 1.1 GB and this is just an update!
